Can I get Insurance?

Insurance for a finished Mustang II is not a problem to get.  Liability only will cost about $700/yr for $1,000,000 per incident, $100,000 per occupant.  Hull insurance varies quite a bit depending upon experience and taildragger/trigear versions but typically ranges from $1,600 to $2,800 per year for $50k in coverage.
